In 1944, British Government appointed a Committee to analyse public transport in the Country and the Committee recommended nationalisation of transport sector in India
In 1947, private buses operated in Madras presidency were nationalised by the Government and ‘Government Bus Service’ was started and then changed to ‘State Transport Department’ and then converted into ‘Public Sector Undertaking’ for improving efficiency through operational autonomy
On 01.01.1972, Pallavan Transport Corporation was established under Companies Act,1956 and buses operated in Chennai and Chengalpattu were brought under it and paved way for inception of other State Transport Undertakings
21 STUs were created by bifurcation from 1972 to 1996
Again merging of STUs started in 2001, STUs are functioning as “Eight” from 2004

State Transport Undertakings (STUs)
• Provide efficient, effective and well-coordinated bus services to the public within the State and to the neighbouring States
• To cater to the different needs of public, operate Ordinary, Express, Ultra Deluxe, Air conditioned, A/C Sleeper, A/C Seater cum Sleeper buses
Institute of Road Transport (IRT)
• Provide training to staff of STUs, LMV and Heavy Vehicle Driver Training to the public, Nodal Agency for procurement of vital items of STUs and administering Engineering and three Polytechnic Colleges
Pallavan Transport Consultancy Services Limited (PTCS)
• Consultancy services to the STUs , PSUs and other Government Departments
Tamil Nadu Transport Development Finance Corporation Limited (TDFC)
• Mobilize funds from the public and provide loans to STUs
Tamil Nadu Motor Vehicle Maintenance Department (MVMD)
• Maintenance of Government vehicles
